Inmate charged in attack was just hours from getting released through the Sheriff's Rocket Docket Program for "Non Violent Offenders".. Rocket Docket legislation was sponsored by State Senator Bill Cunningham and Sheriff Tom Dart...  

Shocking video shows a guard getting pummeled by inmate at the CC jail later told investigators he was afraid to defend himself according to numerous sources.. The kicker of the story is this inmate was set to be released by Tom Dart because he was deemed a low level offender and qualified for the Rocket Docket early release program by the Sheriff's office.
