Dear Members,

Today, the U.S. Department of Justice investigation of CPD came to a close with the release of a report that contains an unfiltered look at the complex challenges we face and areas of needed improvement.  Some of the language in the report is very hard to read.  That language, however, does not define who we are as an agency.  You know it and I know it.  Nor does it negate the amazing work of CPD officers that occurs throughout the city each and every day. I am proud of the work you do and am humbled to lead this Department.  The coming days, weeks, and months will not be easy – we have many challenges ahead -- but you can rest assured our city is grateful for your service and that together we will meet those challenges.

What the report reveals to me, as a CPD veteran, is that we need to do a much better job of mentoring, supporting and training our police officers and professional staff.  You have my word, that as your Superintendent I will continue to fight for these critical resources and use them wisely to improve your ability to do your jobs.

What the report doesn’t fully capture is the incredible resolve that members of this Department have shown over the past year, despite a challenging climate toward law enforcement, both locally and nationally. 

During 2016, in the face of public scrutiny, you arrested more gun offenders and recovered more guns than you did the year before.  Countless officers also received positive media attention for their heroic actions.  As an agency, we launched live scenario-based training for force mitigation and de-escalation.  We also equipped every officer responding to a service call with less lethal alternatives.  Despite those significant accomplishments, we have much work ahead of us.

In 2017 we will continue our efforts to build a better Chicago Police Department by focusing on you, the officer. We will invest in training while ensuring that we do a better job of providing you with the tools you need to keep our neighborhoods safe. We will examine and make improvements to the support we provide to ensure your health and wellness.  We will also hire more officers and promote more detectives, sergeants, and lieutenants to help you in the field.  In addition to many needed reforms, we are reinvigorating our entire training operation which will include the creation of a state-of-the-art training facility. We will forge meaningful partnerships with the public by launching a new community policing pilot program before spring.  We will also implement a CR matrix that will provide you with a fair and transparent accountability system. 

Moving forward, the City has signed an agreement in principle to negotiate with the incoming Trump Administration. I can promise you that I will do everything in my power to ensure that you have what you need to do your jobs effectively, and above all else, safely.
