Brown Deer, Wisconsin - On Friday, Brown Deer Police Officer Devon Kraemer, 27, was charged with one felony count for aggravated battery/use of a dangerous weapon in the March 14 shooting of a man involved in Milwaukee County Transit bus transfer dispute. If convicted, Kraemer is facing up to 15 years in prison and $50,000 in fines.
According to the criminal complaint, Officer Kraemer and another officer responded to a call by a bus driver who flagged them down for assistance concerning a male passenger who was angry for paying a bus fare and didn't get a transfer. The bus driver told the man that paper transfers were no longer provided unless he obtained a M-card, which the transfer is provided electronically.
Officer Kraemer and another office made Manuel Burnley Jr., 26, get off the bus at the 8600 of N. 60th Street and he resisted arrest while being handcuffed. The victim and the officers fell to the ground and Officer Kraemer pulled her handgun and shot the victim in the back while he was faced down on the ground. Burnley Jr. lost part of his lung in the shooting and survived.
Officer Kraemer told investigators that she fear for her life, but Burnley Jr. was unarmed at the time.
Kraemer remains in paid administrative leave pending the outcome of the case.
