19-year-old suspect wanted to burn vehicles in the Southside of Milwaukee like Sherman Park over the shooting death of Sylville Smith by Police Officer Dominique Heaggan.

Milwaukee, WI - On Saturday, Dale L. Folley, 19, was charged with one felony count for arson of property other than a building, including party to a crime and two misdemeanor counts for bail jumping in connection with the August 14 arson fire of a vehicle at the 1800 block of W. National Ave. If convicted, Folley is facing up to 3 years and six months in prison for the felony count and up to one year in prison on each misdemeanor count. A $7,000 cash bond was set for Folley.
Foley told police that he and others wanted to start burning vehicles like in Sherman Park during the unrest in Milwaukee over the shooting death of Sylville Smith, 23, by Milwaukee Police Officer Dominique Heaggan, 24, over the weekend.
A police officer spotted Folley running near the area of Pick'n Save parking lot on W. National Ave. after another officer reported a suspicious Afro-American male that yelled profanities at him as he investigated a burning vehicle at the Pick'n Save lot. Folley confessed to police that he broke the window of the van and set the it on fire and did indicate that other accomplices were with him at the time he committed the crime.
Folley has several other misdemeanor cases pending for disorderly conduct and retail theft, according to court records.
