He also presented himself for arrest. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The court sentenced him to death. He later returned to Gojar Khan and started working as a cobbler. <br /><br />However; he was identified by slain Shakeel’s relatives after which he was arrested again on October 21, 2015. <br /><br />A case was registered against Khan Iqbal on August 1, 1996 over the murder of Muhammad Shakeel. Elmore raped Kristy Lynn Ohnstad in a van, choked her until she passed out, drove a metal skewer through her skull, beat her with a sledgehammer, and dumped her body in the woods. She was 14.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Over the past two decades Elmore has appealed to successively higher courts. In October the U.S. Supreme Court declined to hear his case. An execution date was set for Jan. 19.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Inslee formally granted a reprieve Thursday. Two years ago earlier he had announced a moratorium on death sentences in Washington state.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">“Governor Inslee has been very consistent that his moratorium on the death penalty cases in Washington isn’t about individual cases,” reads a statement released Thursday by the governor’s office. “As he stated when he announced the moratorium in 2014 the action is based on the governor’s belief that the use of capital punishment across the state is inconsistent and unequally applied — sometimes dependent on the budget of the county where the crime occurred.”</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Prosecutor Dave McEachran met with Inslee last week to ask him to consider making an exception and allow the execution to proceed.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Kristy’s family spoke with Inslee, too, and “expressed a preference to see Elmore serve life in prison,” according to the governor’s office.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Elmore will remain at the state prison in Walla Walla, where he’s effectively serving a life sentence.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Gov. This action does not commute Mr. Elmore’s sentence nor issue a pardon and he will remain in the State Penitentiary in Walla Walla for the rest of his life. Ernie Chambers, who opposes the death penalty, and says the proposed protocol raises constitutional questions, will be at the hearing, he said, and ACLU of Nebraska will submit testimony. ACLU presented a petition with 2,000 signatures gathered from across the state to the hearing officer earlier this week, said ACLU Executive Director Danielle Conrad.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The petition tells Gov. Pete Ricketts that Nebraskans want transparency in death penalty protocols. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Dale Baich is an assistant federal public defender in Arizona who has witnessed executions, including John Joubert's in Nebraska in 1996, and has been involved in challenges to execution protocols in a number of states.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">He said Thursday that transparency is important in execution protocols, because any time the government acts, its citizens should be fully informed. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"The protocol as drafted is incredibly vague," he said, "and raised more questions than it answers."</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">It doesn't seem that a lot of thought was put into the protocol, he said. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"Because of this I see years of litigation trying to resolve issues not addressed or contemplated by the drafters," he said. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The state Department of Corrections has said its attorney, Julie Smith, drafted the protocol, but no drafts, documentation, correspondence or paper trail was available when requested through Freedom of Information requests by the Journal Star. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Those wanting to testify on the revisions to the protocol, written shortly after Nebraskans voted to keep the death penalty as an option for first-degree murder convictions, can do so before a hearing officer at 301 Centennial Mall in the lower level conference room. Testimony is limited to 5 minutes per person. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"The hearing officer is there to take testimony and will not answer questions on the protocol," said Dawn-Renee Smith, Department of Correctional Services communications director. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Corrections Director Scott Frakes said he would keep an open mind about any comments or testimony received by the department on the proposed protocol. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As it is proposed, it allows for the department to change the lethal injection drugs for an execution based on availability, and to notify the condemned inmate of the drug(s) to be used and the order they will be administered, if more than one, 60 days before a death warrant is requested from the Nebraska Supreme Court. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">They may be directly purchased or obtained through the Department of Pharmacy or any other "appropriate source," including a compounding pharmacist or chemist. There will be public debates about the nominee’s credentials, past record, judicial philosophy and temperament. There will be Senate hearings and a vote.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">No matter how it plays out, Americans must remember one thing above all: The person who gets confirmed will sit in a stolen seat.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">It was stolen from Barack Obama, a twice-elected president who fulfilled his constitutional duty more than nine months ago by <a href="https://www.nytimes.com/2016/03/17/opinion/merrick-garland-for-the-supreme-court.html" target="_blank">nominating Merrick Garland</a>, a highly qualified and widely respected federal appellate judge.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">It was stolen by top Senate Republicans, who broke with longstanding tradition and <a href="https://www.nytimes.com/2016/02/24/us/politics/supreme-court-nomination-obama.html" target="_blank">refused to consider</a> any nominee Mr. Obama might send them, because they wanted to preserve the court’s conservative majority. The main perpetrators of the theft were Mitch McConnell, the majority leader, and Charles Grassley, chairman of the Judiciary Committee. But virtually all Republican senators were accomplices; <a href="http://www.nytimes.com/interactive/2016/03/21/us/politics/where-republican-senators-stand-on-the-supreme-court-nomination.html" target="_blank">only two</a> supported holding hearings.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The Republican party line — that it was an election year, so the American people should have a “voice” in the selection of the next justice — was a patent lie. The people spoke when they re-elected Mr. Obama in 2012, entrusting him to choose new members for the court. And the Senate <a href="https://www.nytimes.com/2016/02/16/opinion/in-election-years-a-history-of-confirming-court-nominees.html" target="_blank">has had no problem</a> considering, and usually confirming, election-year nominees in the past.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Of course, Supreme Court appointments have always been political, and the court’s ideological center has shifted back and forth over time. But the Senate has given nominees full consideration and a vote even when the party in power has opposed a president’s choice. That is, until this year, when Republicans claimed that though the Constitution<a href="http://www.annenbergclassroom.org/page/article-ii-section-2" target="_blank"> calls for the Senate’s </a><a href="http://www.annenbergclassroom.org/page/article-ii-section-2">“advice and consent,”</a> senators aren’t obligated to do anything. This is a bad-faith reading of that clause, even if there is no clear way to force a vote. It certainly obliterates a well-established political norm that makes a functioning judicial branch possible. As Paul Krugman <a href="https://www.nytimes.com/2016/12/19/opinion/how-republics-end.html" target="_blank">wrote </a><a href="https://www.nytimes.com/2016/12/19/opinion/how-republics-end.html">in his column</a> on Monday, institutions are not magically self-sustaining, and they “don’t protect against tyranny when powerful people start defying political norms.”</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">This particular norm is of paramount importance because the court’s institutional legitimacy depends on its perceived separation from the elected branches — <a href="https://www.nytimes.com/2016/03/22/us/politics/john-roberts-criticized-supreme-court-confirmation-process-before-there-was-a-vacancy.html?_r=0" target="_blank">a fragile concept</a> in the best of times. By tying the latest appointment directly to the outcome of the election, Mr. McConnell and his allies took a torch to that idea — an outrageous gambit that, to nearly everyone’s shock, has paid off. If Republicans could justify an election-year blockade, what’s to stop Democrats in the future from doing the same? For that matter, why should the party controlling the Senate <a href="https://www.bloomberg.com/view/articles/2016-12-20/supreme-court-nominations-will-never-be-the-same" target="_blank">ever allow</a> a president of the opposing party to choose a justice<a href="https://www.bloomberg.com/view/articles/2016-12-20/supreme-court-nominations-will-never-be-the-same">?</a> Indeed, in the weeks before the election, Senate Republicans were threatening, with the encouragement of leading conservative thinkers, <a href="https://www.nytimes.com/2016/11/07/opinion/a-coup-against-the-supreme-court.html" target="_blank">never to confirm anyone</a> to fill the vacancy if Hillary Clinton won.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Can anything be done to repair the harm? One step — as obvious as it is unlikely — would be for Mr. Trump to renominate Mr. Garland. Conservatives will scoff, but they know he is as qualified for the job as anyone in the country. When Mr. Garland was floated as a possible choice for the Supreme Court in 2010, Orrin Hatch, the senior Republican senator from Utah, called him a “consensus nominee” and said there was <a href="http://www.reuters.com/article/us-usa-court-hatch-idUSTRE6456QY20100506" target="_blank">“no question”</a> that he would be confirmed with bipartisan support. That’s partly why Mr. Obama nominated him this time, and also why Mr. McConnell denied him a hearing — he knew he couldn’t prevent a Senate vote once Americans saw an eminently qualified and reasonable jurist testify on live TV.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">At the very least, Mr. Trump could follow President Obama’s example and pick a centrist — someone who commands wide respect and operates within the bounds of mainstream legal thought. That would be an appropriate gesture from a man who lost the popular vote by more than 2.8 million votes and will enter office with the <a href="http://www.gallup.com/poll/199352/trump-transition-approval-lower-predecessors.aspx" target="_blank">lowest approval</a><a href="http://www.gallup.com/poll/199352/trump-transition-approval-lower-predecessors.aspx"> ratings</a> in recent history.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The shameful, infuriating actions of the Senate Republicans won’t be ignored in the history books. In a desperate effort to keep a conservative majority on the court, they rejected their own professed values of preserving American institutions. Nelson Goodson</div><div>Hispanic News Network U.S.A.</div><div><br /></div><div>December 28, 2016</div><div><br /></div><div>Milwaukee, WI - On Wednesday, multiple Milwaukee White cops and a supervisor were accused of interrupting a peaceful event held by the Revolutionary Black Panther Party (RBPP) at an outdoor sidewalk People's Public Pantry and Feed The People Program taking place at N. 27th Street and W. Fond du Lac Ave. Vaun L. Mayes, the RBPP National and Regional General including the Minister of Information/Media, also known as an Afro-American national civil rights activist who participated at the event posted a video he recorded of the incident on his Facebook (FB) account and reported that a Milwaukee police officer had struck a girl between the age of 11 to 12 in the mouth and the injury caused her to bleed.</div><div>Mayes told Hispanic News Network U.S.A. (HNNUSA) when contacted that the RBPP have been kept under surveillance by the Milwaukee police, since the other day when the RBPP acquired a legal permit to marched and hold a rally on December 18 while armed against police brutality and corruption within the Seventh Milwaukee Police District Station under the command of Milwaukee Police Department Chief Edward Flynn.</div><div>Mayes has been very vocal against Milwaukee Police Officer Dominique Heaggan-Brown, 24, who worked at the Seventh Milwaukee Police District Station and was recently charged with 1st-degree reckless homicide for the cold blooded murder of Sylville Smith, 23, near Sherman Park. Officer Heaggan-Brown has since been terminated from the Milwaukee Police Department. Heaggan-Brown who is Afro-American was also charged with two felony counts for 2nd-degree sexual assault of intoxicated victim, 2nd-degree sexual assault of unconscious victim, one felony count for capture an intimate representation and two misdemeanor counts for prostitution-none maritial intercourse for the August 15 sexual assault of a male victim, a day after killing Smith.</div><div>Heaggan-Brown had been also named with another officer in a federal lawsuit filed by a male victim, that both officers illegal targeted and stripped searched the victim.</div><div>Mayes says, that the RBPP have combined a Sherman Park food program with the People's Public Pantry and Feed The People Program to provide complimentary food and other services to the Afro-American community, but that police have been harassing the RBPP. </div><div>In a released statement, Mayes stated, "we recognize the police have targeted us since we did the armed march last week... this is apparent in our other live feeds. I make sure to document them following and watching us. This is unacceptable and it will not be tolerated. This is an organization of self defense, and we are an armed group. We will remain so. We will not be intimidated nor bullied out of our service to the community. The RBPP have done the Feed the People Program for months at that location without incident or complaints. My Program from Sherman Park, the Program in the Parks created the People's Public Pantry about a month or so ago, and have just joined both of them to bring more resources to the people in the community, where as my program usually operates out of Sherman Park."<br />According to Mayes, the police usually stakes out the RBPP sponsored food program with 3 to 4 police squads in the area, which engage in surveillance, take photos, video and etc., which in return, the RBPP does the same thing and documents police presence and post the RBPP intelligence gathering on Mayes FB account for the public to see.<br />On Wednesday police, "took one weapon, (which was legal and valid as far as licensed) and arrested one person for a petty bench warrant," Mayes reported.</div><div>The Milwaukee Police Department has yet to release a statement about confiscating a weapon while being open carried by a RBPP member and the allegation that a young girl was struck by an officer at the RBPP open pantry event in the Northside.
